This first map illustrates gage locations with the focus on the Pecos headwaters area of the Rio Grande watershed.

Below, I filtered out all but the Pecos Headwaters region and its associated attributes: the streams and gages of this area.
Note that I was able to select the streams of this region using two methods. First, I used Select by Location and picked all stream that "have their center in" the Pecos region. The same can be accomplished by Selecting by Location all streams "fully contained within" the region; then turning on the Interactive Selection Method, Add to Current Selection and activating the Select Features tool, then picking the missing stream.

Here's a sample of the raw "annual flow by gage" data in MS Access.

Here's the query used to "average" the flow for each gage.

I was able to obtain annual flow data by gage from the web site; however, not as part of the same dataset as the gage data and elevation. Rather, I downloaded this into a separate file, then loaded it into MS Access, performed an averaging query to get the Average Flow by Gage.
Anyone using this data should be aware that there are issues with the data, as each gages has readings for a different set of years; some for only one or two years and others for quite a number of years.
The following maps show the gages and their ids in the Pecos Headwaters region and the average annual flow by gage (for selected gages).
Below, I show a detail of the area with a concentration of gages, along with their gage names.
I do not understand why gage 7214500 comes up as a gage in the region when it appears outside the region. I played with the coordinate system, thinking that it might be a projection conflict, but that did not seem to be the problem. Is this an error in the data? Not sure.
